Manchester City could face an unprecedented points deduction, relegation or even expulsion from English professional football after the Premier League confirmed the club had been found guilty of almost all of the 115 financial charges against it.
The Premier League announced the verdict in an official statement on Tuesday, prompting widespread shock across English football. The punishment will be decided in a separate process, meaning the full consequences for the 10-time English top-flight champions remain unclear.
Potential sanctions include a substantial fine, a significant points deduction, a transfer ban or removal from the Premier League. The most extreme scenario discussed is relegation to the fifth tier of the English football pyramid, although that outcome has been described as “almost impossible”.
German newspaper Bild reported the expectations of English journalist Ben Jacobs, who identified relegation to the fifth tier as the worst-case punishment. English broadcaster and website Talksport has also examined the possibility of Manchester City being excluded from the Premier League and all three divisions below it administered by the English Football League (EFL).
Such a decision would remove the club from professional English football altogether. Unlike in many other countries, the fourth tier of the English game remains fully professional, while the National League is the fifth-highest level of the English football league system.
Jacobs said: “As far as I know, the Premier League is seeking a substantial and unprecedented points deduction, and even relegation for Manchester City to the division below.”
He added: “I can also exclusively tell you that the English Football League is planning to consider the decision if Manchester City are expelled from the Premier League. As a show of solidarity, it is prepared to support the Premier League’s position and attempt to keep Manchester City out of the EFL as well.”
Jacobs concluded: “Therefore, there is a risk that, in the worst-case scenario, Manchester City will be completely excluded from professional football.”
The Premier League said the disciplinary commission had broad powers when deciding the appropriate punishment.
Its statement said: “The appointed commission has a wide margin of discretion regarding the sanctions it applies. The non-exhaustive list contained in the rules includes financial penalties, points deductions and other sporting sanctions.”
Manchester City have until 2 October to appeal the findings. The club has already responded to the Premier League statement and maintains that it is innocent.
